In March 2027, TUM Inter\u00adna\u00adtio\u00adnal opens the Munich inno\u00adva\u00adti\u00adon eco\u00adsys\u00adtem to a cohort of seni\u00ador lea\u00adders from uni\u00adver\u00adsi\u00adties, com\u00adpa\u00adnies and public insti\u00adtu\u00adti\u00adons. Its flag\u00adship exe\u00adcu\u00adti\u00adve pro\u00adgram\u00adme, IGNITE, starts from a simp\u00adle obser\u00adva\u00adti\u00adon: eco\u00adsys\u00adtems are far easier to admi\u00adre than to build.<\/em><\/p>

On Fred\u00addie-Mer\u00adcu\u00adry-Stra\u00ad\u00dfe, in Munich\u2019s Krea\u00adtiv\u00adquar\u00adtier, stands a five-storey buil\u00adding that the City of Munich and Unter\u00adneh\u00admer\u00adTUM ope\u00adned in June 2021 as the Munich Urban Colab. Foun\u00adding teams work on one flo\u00ador, city depart\u00adments test smart-city ide\u00adas on ano\u00adther, and cor\u00adpo\u00adra\u00adte part\u00adners book rooms for work\u00adshops with start-ups. TUM Inter\u00adna\u00adtio\u00adnal has its offices here as well. For many inter\u00adna\u00adtio\u00adnal visi\u00adtors, this buil\u00adding is the first place whe\u00adre the abs\u00adtract idea of an inno\u00adva\u00adti\u00adon eco\u00adsys\u00adtem takes on a phy\u00adsi\u00adcal shape.<\/p>

Tho\u00adse visi\u00adtors tend to arri\u00adve with the same ques\u00adti\u00adons. How did a public tech\u00adni\u00adcal uni\u00adver\u00adsi\u00adty beco\u00adme one of Euro\u00adpe\u2019s most pro\u00adduc\u00adti\u00adve sources of start-ups? Who made which decis\u00adi\u00adons, and in what order? And could any of it work at home? IGNITE, a three-day exe\u00adcu\u00adti\u00adve pro\u00adgram\u00adme from 15 to 17 March 2027, is TUM Inter\u00adna\u00adtio\u00adnal\u2019s attempt to ans\u00adwer tho\u00adse ques\u00adti\u00adons in depth, with the peo\u00adp\u00adle who were invol\u00adved.<\/p>

A con\u00adcept that is easy to name and hard to build<\/strong><\/p>

Few terms appear in inno\u00adva\u00adti\u00adon stra\u00adte\u00adgies as often as \u201ceco\u00adsys\u00adtem\u201d, and few are used as loo\u00adse\u00adly. In a wide\u00adly cited con\u00adcep\u00adtu\u00adal review, Ove Gran\u00adstrand and Mar\u00adcus Hol\u00adgers\u00adson (2020) pro\u00adpo\u00adse a nar\u00adrower defi\u00adni\u00adti\u00adon: an inno\u00adva\u00adti\u00adon eco\u00adsys\u00adtem is the evol\u00adving set of actors, acti\u00advi\u00adties and arte\u00adfacts, tog\u00ade\u00adther with the insti\u00adtu\u00adti\u00adons and rela\u00adti\u00adons bet\u00adween them, that mat\u00adter for the inno\u00adva\u00adti\u00adve per\u00adfor\u00admance of an actor or a popu\u00adla\u00adti\u00adon of actors. The value of the defi\u00adni\u00adti\u00adon lies in whe\u00adre it directs atten\u00adti\u00adon. It looks past indi\u00advi\u00addu\u00adal orga\u00adni\u00adsa\u00adti\u00adons to the con\u00adnec\u00adtions that link them.<\/p>

That per\u00adspec\u00adti\u00adve has a lon\u00adger histo\u00adry in rese\u00adarch on uni\u00adver\u00adsi\u00adties and indus\u00adtry. The Tri\u00adple Helix model deve\u00adlo\u00adped by Hen\u00adry Etz\u00adko\u00adwitz and Loet Ley\u00addes\u00addorff (2000) descri\u00adbes inno\u00adva\u00adti\u00adon as the pro\u00adduct of inter\u00adac\u00adtion bet\u00adween uni\u00adver\u00adsi\u00adties, indus\u00adtry and govern\u00adment, in which each part\u00adly takes on roles tra\u00addi\u00adtio\u00adnal\u00adly held by the others. Two years ear\u00adlier, Bur\u00adton Clark had stu\u00addi\u00aded five Euro\u00adpean uni\u00adver\u00adsi\u00adties that reinven\u00adted them\u00adsel\u00adves during the 1980s and 1990s, among them War\u00adwick and Chal\u00admers. His con\u00adclu\u00adsi\u00adon was that chan\u00adge rare\u00adly came from a sin\u00adgle initia\u00adti\u00adve. It requi\u00adred a streng\u00adthe\u00adned stee\u00adring core, a gro\u00adwing peri\u00adphery of units working with exter\u00adnal part\u00adners, a broa\u00adder fun\u00adding base, aca\u00adde\u00admic depart\u00adments wil\u00adling to take part, and a cul\u00adtu\u00adre that held the\u00adse ele\u00adments tog\u00ade\u00adther.<\/p>

Munich as a case<\/strong><\/p>

Munich offers an unu\u00adsu\u00adal oppor\u00adtu\u00adni\u00adty to obser\u00adve the\u00adse dyna\u00admics at clo\u00adse ran\u00adge. TUM has descri\u00adbed its\u00adelf as \u201cThe Entre\u00adpre\u00adneu\u00adri\u00adal Uni\u00adver\u00adsi\u00adty\u201d for years. Unter\u00adneh\u00admer\u00adTUM, foun\u00added in 2002 by the entre\u00adpre\u00adneur Susan\u00adne Klat\u00adten in clo\u00adse part\u00adner\u00adship with the uni\u00adver\u00adsi\u00adty, sup\u00adports foun\u00adding teams from a first idea to mar\u00adket ent\u00adry. Ven\u00adture Labs orga\u00adnis\u00aded around spe\u00adci\u00adfic tech\u00adno\u00adlo\u00adgy fields bring rese\u00adar\u00adchers, foun\u00adders and indus\u00adtry part\u00adners tog\u00ade\u00adther. Accor\u00adding to figu\u00adres published by TUM and its part\u00adners, more than 1,100 start-ups have emer\u00adged from the uni\u00adver\u00adsi\u00adty, with a com\u00adbi\u00adned valua\u00adti\u00adon abo\u00adve \u20ac10 bil\u00adli\u00adon. Glo\u00adbal com\u00adpa\u00adnies, a sta\u00adte govern\u00adment inves\u00adt\u00ading in arti\u00adfi\u00adci\u00adal intel\u00adli\u00adgence and deep tech, and foun\u00adda\u00adti\u00adons with long time hori\u00adzons com\u00adple\u00adte the set\u00adting.<\/p>

Describ\u00ading such a sys\u00adtem is con\u00adsider\u00ada\u00adb\u00adly easier than repro\u00addu\u00adcing it. Legal frame\u00adworks, fun\u00adding cul\u00adtures and regio\u00adnal his\u00adto\u00adries dif\u00adfer, and an arran\u00adge\u00adment that works in Bava\u00adria may stall else\u00adwhe\u00adre. This is the start\u00ading point for the design of IGNITE. The pro\u00adgram\u00adme pres\u00adents Munich as a case to be exami\u00adned rather than a tem\u00adp\u00adla\u00adte to be instal\u00adled, inclu\u00adding the decis\u00adi\u00adons that took years and the ques\u00adti\u00adons that remain open.<\/p>

From indi\u00advi\u00addu\u00adal visits to a pro\u00adgram\u00adme<\/strong><\/p>

TUM Inter\u00adna\u00adtio\u00adnal GmbH was foun\u00added in 2007 as a whol\u00adly owned sub\u00adsi\u00addia\u00adry of the Tech\u00adni\u00adcal Uni\u00adver\u00adsi\u00adty of Munich. With part\u00adners around the world, it works on uni\u00adver\u00adsi\u00adty site deve\u00adlo\u00adp\u00adment, know\u00adledge and tech\u00adno\u00adlo\u00adgy trans\u00adfer, inno\u00adva\u00adti\u00adon eco\u00adsys\u00adtem acce\u00adle\u00adra\u00adti\u00adon, and talent manage\u00adment. In the\u00adse pro\u00adjects, one request comes up again and again: part\u00adners want to see the Munich eco\u00adsys\u00adtem for them\u00adsel\u00adves and speak with the peo\u00adp\u00adle who run it. Until now, such visits were arran\u00adged one by one. IGNITE gathers them into a struc\u00adtu\u00adred pro\u00adgram\u00adme with a cohort, a cur\u00adri\u00adcu\u00adlum and a defi\u00adned result.<\/p>

The three days fol\u00adlow a deli\u00adbe\u00adra\u00adte sequence. The first exami\u00adnes the Munich model its\u00adelf: how it is gover\u00adned, whe\u00adre the incen\u00adti\u00adves lie, and how stra\u00adtegy is set. The second turns to the links bet\u00adween sci\u00adence and indus\u00adtry, with a visit to a cor\u00adpo\u00adra\u00adte site, a ses\u00adsi\u00adon with the Bava\u00adri\u00adan AI Agen\u00adcy, and prac\u00adti\u00adcal work on tech\u00adno\u00adlo\u00adgy trans\u00adfer and intellec\u00adtu\u00adal pro\u00adper\u00adty. On the third day, par\u00adti\u00adci\u00adpan\u00adts shift the focus to their own insti\u00adtu\u00adti\u00adons. In an Action Lab, each of them deve\u00adlo\u00adps a road\u00admap, pres\u00adents it to the cohort for cri\u00adtique, and com\u00admits to con\u00adcre\u00adte first steps.<\/p>

The con\u00adtri\u00adbu\u00adtors reflect the breadth of the eco\u00adsys\u00adtem. They include Prof. Dr. Hel\u00admut Sch\u00f6\u00adnen\u00adber\u00adger of Unter\u00adneh\u00admer\u00adTUM; Prof. Dr. Ger\u00adhard Kra\u00admer and Prof. Dr. Isa\u00adbell Wel\u00adpe of TUM; Prof. Dr. Gun\u00adther Friedl of the Die\u00adter Schwarz Foun\u00adda\u00adti\u00adon; Dr. Micha\u00adel Klim\u00adke of the Bava\u00adri\u00adan AI Agen\u00adcy; the foun\u00adder Tho\u00admas Kirch\u00adner, who\u00adse com\u00adpa\u00adnies Pro\u00adGlove and YETI grew out of the TUM eco\u00adsys\u00adtem; and Frie\u00adde\u00adri\u00adke Het\u00adtin\u00adger, Mana\u00adging Direc\u00adtor of TUM Inter\u00adna\u00adtio\u00adnal.<\/p>

Why the mix of par\u00adti\u00adci\u00adpan\u00adts mat\u00adters<\/strong><\/p>

IGNITE is aimed at vice pre\u00adsi\u00addents for rese\u00adarch and inno\u00adva\u00adti\u00adon, deans, rec\u00adtors and pro\u00advosts, heads of tech\u00adno\u00adlo\u00adgy trans\u00adfer, cor\u00adpo\u00adra\u00adte inno\u00adva\u00adti\u00adon lea\u00adders, govern\u00adment inno\u00adva\u00adti\u00adon leads, regio\u00adnal deve\u00adlo\u00adp\u00adment agen\u00adci\u00ades and fun\u00adders. The com\u00adpo\u00adsi\u00adti\u00adon fol\u00adlows from the rese\u00adarch descri\u00adbed abo\u00adve. If inno\u00adva\u00adti\u00adon depends on inter\u00adac\u00adtion bet\u00adween sec\u00adtors, the peo\u00adp\u00adle who lead tho\u00adse sec\u00adtors gain from lear\u00adning side by side, and from hea\u00adring how the same part\u00adner\u00adship looks from the other side of the table.<\/p>

The first cohort, and what fol\u00adlows<\/strong><\/p>

The 2027 cohort is the first. TUM Inter\u00adna\u00adtio\u00adnal will coll\u00adect feed\u00adback from par\u00adti\u00adci\u00adpan\u00adts and con\u00adtri\u00adbu\u00adtors during and after the pro\u00adgram\u00adme and use it to shape later edi\u00adti\u00adons. Alum\u00adni fol\u00adlow-up is part of the for\u00admat, so that the road\u00admaps draf\u00adted in Munich can be revi\u00adsi\u00adted once par\u00adti\u00adci\u00adpan\u00adts are back at their desks.<\/p>

Whe\u00adther tho\u00adse road\u00admaps chan\u00adge any\u00adthing will be deci\u00added at home, in the insti\u00adtu\u00adti\u00adons whe\u00adre the par\u00adti\u00adci\u00adpan\u00adts work. What three days in Munich can pro\u00advi\u00adde is a clo\u00adse view of how one eco\u00adsys\u00adtem actual\u00adly func\u00adtions, con\u00adver\u00adsa\u00adti\u00adons with tho\u00adse who built it, and a group of peers working on the same pro\u00adblem in very dif\u00adfe\u00adrent places.<\/p>
